What We Do

The Portfolio of the Civil Service (PoCS) provides policy advice and support to Her Excellency The Governor and the Deputy Governor in overseeing the operation of the Civil Service. The Portfolio also provides strategic HR advice and operational HR functions to Public Authorities. PoCS has a central role in the diagnosis, design, implementation and evaluation of public sector reforms both within the Cayman Islands, and, on occasion, in other overseas territories.

As part of its responsibilities, the Portfolio monitors employee engagement to assess whether the conditions within the Civil Service are conducive to employees giving their best efforts.  Since 2020, PoCS has also made significant contributions to the Government's COVID-19 Response, such as the creation of CIG's first ever dynamic policy - the COVID-19 Policy. The Portfolio also leads a number of initiatives including leadership events and community outreach programmes.

The Portfolio received international recognition when it won big in the prestigious 2021 People Management Awards hosted by the UK-based Chartered Institute of Personnel and Development (CIPD). PoCS was awarded as "People Team of the Year - Public Sector", winning the title from a field of seven finalists in that category. The Portfolio's entry cited the range of initiatives it undertook, as a People Team, to help the Civil Service and the country manage the various challenges of 2020, the largest being the COVID-19 emergency. The judges noted that this "showed an example of an HR team rising to and succeeding above all expectations."

Organisation & Functions

The Portfolio of the Civil Service is responsible for supporting Her Excellency The Governor and the Deputy Governor in the fulfillment of their obligations for the Civil Service in the areas of HR policies and compliance, public sector management and reform, and good governance practices.
 
PoCS is comprised of 12 departments, sections and units. The Portfolio also has oversight of one statutory authority, namely the Cayman Islands Public Service Pensions Board (PSPB). Learn more here.

Cayman Islands National Archive (CINA)
 
The Cayman Islands National Archive (CINA) is dedicated to preserving the documentary history of the Cayman Islands and its people. The National Archive is charged with operating a Government Records Centre and providing a records management service to the Public Service, CINA is also responsible for collecting, preserving and making available the archival records that form the Historical Collections. Archives pertaining to the Cayman Islands flow into the Historical Collections from Government agencies, private donations, copies of records identified within the holdings of overseas institutions and the Oral History Programme. To further enhance the client experience, the Archive has an extensive reference library making the facility a single site for research, offering its clients both primary and secondary sources from the genealogist to the academic researcher.

Office of Education Standards

The Office of Education Standards is the Department responsible for the inspection of schools and Early Childhood Care and Education Centres (ECC&EC) on the Cayman Islands.
The remit of the Department is to promote the raising of standards of achievement in schools and ECC&EC's through rigorous, independent inspections and by the provision of sound professional advice to the Ministry of Education and the Department of Education Services.

The Governor is Her Majesty The Queen’s representative in the Cayman Islands and acts as the de facto Head of State but he also has key reserved areas of responsibility which contribute to the overall safety and wellbeing of the Cayman Islands. These reserved areas are defence, external affairs, internal security (including the Police and Regiment) and good governance. Commissions Secretariat

The Commissions Secretariat maintains the independence and integrity of the various constitutionally created commissions to which the Secretariat provides strategic, analytic, research, and administrative support. The Secretariat offers analytical advice to ensure that they may fulfil their legislative and constitutional mandates under the 2009 Constitution as "Institutions supporting democracy".
The Commissions Secretariat is made up of on the Anti Corruption Commission, Civil Service Appeals Commission, and includes the Administrative Records of Human Rights Commission, Constitutional Commission, Commission for Standards in Public Life and Judicial and Legal Services Commission.

Public Service Pensions Board (PSPB)

The Public Service Pensions Fund (the "Fund"), communicates with plan participants and employers, prescribes contribution rates in accordance with the latest actuarial valuation and recommends amendments to the Public Service Pensions Plan (the "Plan") as needed. The Public Service Pensions Law, 1999 (the "Law") repealed the Pensions Law (1999 Revision) and is the primary law governing the Fund. The Law is, in essence, the Plan text. The Fund's primary functions are to receive and invest pension contributions from public sector employers and employees and to pay out pension benefits as due under the Law. The Fund is vested in the Board. The Public Service Pensions Board also includes records on Accounting, reporting and investment for the Fund, Operational Administrative, Human Resources administrative, Finance Administrative and Personal Information for vested and current participants and pensioners.

Internal Audit Service
Internal auditing is a global profession which serves as an independent, objective assurance and consulting activity designed to add value and improve operations. In its drive towards excellence, IAS conducts all assurance and consulting engagements through effectively operating in line with the core principles of internal auditing:

  • Demonstrating competence and due professional care;
  • Being objective and free from undue influence (independent);
  • Aligning itself with the strategies, objectives, and risks of the CIG;
  • Being appropriately positioned and adequately resourced;
  • Demonstrating quality and continuous improvement;

  • Providing risk-based assurance;

  • Promoting organisational improvement.
Within the CIG, the IAS helps entities to accomplish their objectives by bringing a systematic and disciplined approach to evaluate, safeguard and improve the effectiveness of governance, risk management, and control processes. The IAS remit aligns with that of the Audit Risk and Assurance Committee (ARAC) for the core Ministries and Portfolios. The IASs remit further extends to include
Statutory Authorities and Government Owned Companies (SAGCs) in accordance with the Public Authorities Act. The IAS fulfils its role by conducting various types of engagements. These can either be assurance or advisory engagements.

Strategic and Corporate HR Unit
 
The Strategic and Corporate HR Unit provides a variety of HR services to entities across the core Civil Service, as well as to Statutory Authorities and Government-Owned Companies (SAGCs). These services include:
The provision of advice and implementation support on CIG-wide human resource policies and practices
The maintenance and management of employee records within the CIG Human Resources system (HR-IRIS)
Delivery of HR-related management information that supports and informs business decisions
Job evaluation and job design services
Guidance and advice on HR best practice, the PSMA and the Personnel Regulations
Maintenance and management of the employee records database (Enterprise Content Management/ECM)
Recruitment 
Provision of Statistical reports, strategic analysis and special HR projects
The services provided mainly contribute to Cabinet's fourth Broad Strategic Outcome - Strengthening Good Governance for More Effective Government.

Management Support Unit
 
The goal of the MSU is to develop high performance and a culture of continuous improvement in Civil Service entities. Specific roles are to:
Undertake Civil Service-wide reform initiatives across a range of subject areas,
Provide policy advice and undertake one-off projects for the Head of the Civil Service,
Work collaboratively with Civil Service entities to generate solutions to management issues that will lead to improved performance and build management capability.

Office of The Deputy Governor

The Deputy Governor and Head of the Civil Service is a non-voting member of Cabinet and the Legislative Assembly.
