Public Works Department Divisions


A government or state agency, sometimes an appointed commission, is a permanent or semi-permanent organization in the machinery of government that is responsible for the oversight and administration of specific functions, such as an administration.

Capital Development

 
The Capital Development Division (CDD) provides both design consultancy services and comprehensive project management services for a wide range of government capital projects, including health clinics, libraries, public parks, rehabilitation and remand facilities, police and fire stations, public jetties and launching ramps, schools, prison buildings, civic centers, sports complexes, and office buildings and fit-outs for the majority of government departments. The division supports the full project lifecycle—offering feasibility studies, design development and coordination, technical reviews, procurement support, construction oversight, risk management, and closeout to ensure all projects are delivered to the highest standards of safety and quality.  
 
The CDD team has led several notable CIG projects, including the George Town Public Library Addition, Heroes Square, the Department of Vehicles and Equipment Services Facility, GT Fire Station Extension Bay Project, BT Church of God Multi-purpose Hall, BT Primary School Multi-purpose Hall, various community parks and beach projects such as Eddie Sanchez Park ,Old Man Bay and Pease Bay Beach Project, various classroom block extensions such as GT Primary, WB Primary, Bodden Town and Savannah Primary, just to name a few. Through its combined expertise in design and project execution, the division delivers safe, efficient, and sustainable public infrastructure across the Islands.

 


Operational Support

The Operational Support Division is the backbone of the Public Works Department, providing the essential systems, services, and structure that enable our technical and field teams to operate efficiently and effectively. This division is made up of dedicated professionals in administration, information technology, fleet management, and stores management, who work collectively to ensure that people, equipment, materials and information are available when and where they are needed. Through strong coordination and a service-focused approach, the team helps maintain day-to-day continuity across the Department.

By focusing on both operational reliability and continuous improvement, the division enables the Public Works Department to deliver high-quality services to the community in a timely and cost-effective manner.


Human Capital Development

The Human Capital Development Division is responsible for strengthening the people, skills, and leadership capacity of the Public Works Department. The Division is made up of two key sections: the Core Human Resources Team and the Construction Trades Training Centre. The Core Human Resources Team oversees workforce planning, recruitment, employee relations, performance management, and professional development, ensuring that the Department attracts, develops, and retains the talent needed to deliver high-quality public services.

The Construction Trades Training Centre was recognized as the Best Training Programme in the Cayman Islands by the Cayman Islands Society for Human Resources Professionals in 2017. The Centre is designed for young Caymanians aged 16 to 28 and offers internationally recognized City & Guilds certifications in Masonry, Electrical, Welding, Plumbing, Carpentry, Air Conditioning and Refrigeration, and Building and Construction Management. The programme is delivered across three progressive levels (Levels 1, 2, and 3) and combines classroom-based learning with hands-on, practical experience through structured mentorship from in-house instructors and private-sector industry partners. 


Facilities Management Support

The Facilities Management Support Division of PWD consists of 4 sections:- Recreation, Parks & Cemeteries (RPC), Building Maintenance (BMS), Building Construction (CMS) and Mechanical, Electrical & Plumbing (MEP). They are responsible for providing maintenance and small-scale construction services for Government buildings and public spaces across the Cayman Islands and is made up of a team of approximately 100 employees covering professional, technical, managerial and support roles. 

The RPCS section is responsible for the upkeep of public outdoor spaces across Grand Cayman. The team maintains recreation areas, landscaped parks, coastal access points, public beaches, cemeteries, jetties, and docks. Their work includes grounds care, tree and vegetation management, shoreline access upkeep, and maintenance of community gathering spaces used by residents and visitors. RPCS also liaises with partner agencies on safety, accessibility, and seasonal maintenance needs.

The BMS focuses on the fabric of Government buildings, focusing on all general maintenance support, moving, national event setup and general structural upkeep. BMS responds to day-to-day issues, but also manages planned maintenance that keeps buildings safe, functional, and compliant with current standards. The team works closely with other sections to coordinate repairs and reduce downtime for client agencies. Additionally, they support the administrative and service-coordination functions that keep the Section operating. This includes work planning, asset data input, service request handling, customer communication, contract administration, and performance tracking.

The CMS oversees the delivery of small capital projects and new works. This includes minor building improvements, space reconfigurations, accessibility upgrades, and infrastructure repairs. CMS coordinates design support, procurement, contractor oversight, and site supervision. The team works within tight timelines and limited budgets, providing cost-effective solutions that extend the life and usefulness of Government facilities.

The Mechanical, Electrical and Plumbing Section (MEP) provides technical services that support essential building systems. The team manages electrical repairs, lighting upgrades, HVAC servicing, mechanical troubleshooting, water systems, and emergency plumbing work. MEP also supports energy-efficiency improvements, equipment upgrades, and the safe operation of mechanical plant. Their work protects building performance and reduces service interruptions across the Government estate.


The Section’s work supports safe, functional, and reliable Government infrastructure that serves residents and visitors.


Finance

The Finance division of the Public Works Department is responsible for ensuring strong financial stewardship, accountability, and effective use of public funds. The team manages the Department’s day-to-day financial operations, supporting strategic planning and operational delivery through accurate budgeting, monitoring, and reporting. By maintaining robust financial controls and transparent processes, the Finance Team helps safeguard resources and supports sound decision-making across all areas of the Department.
