Second Chances Programme

The Second Chances Programme aims to provides employment opportunities for Caymanians with prior criminal convictions who have faced barriers to employment because of their convictions.

The programme supports individuals who have demonstrated a commitment to rehabilitation and personal development by providing an opportunity to apply their skills in a structured work environment. Suitable candidates may be placed within the Civil Service in roles that align with their skills and Government’s workforce needs, helping them gain valuable experience and build pathways towards long-term employment.

Second Chances supports Government’s Broad Outcomes by creating pathways to employment and skills development, providing opportunities to contribute to the public service, and supporting rehabilitation and responsible reintegration while maintaining public safety.


Who Can Apply?

Ideal candidates will:

  • have completed their sentence;
  • have demonstrated efforts towards their rehabilitation through active participation in rehabilitation programmes and productive use of their time while incarcerated or subject of community-based rehabilitation programmes;
  • be able to provide character references from individuals involved in their rehabilitation programmes or from persons they have recently worked with in the community who can attest to their reliability and work ethic;
  • have been identified as being at low risk of re-offending; and
  • have skills that align with workforce needs within the Civil Service, providing an opportunity to demonstrate their abilities and build pathways towards long-term employment.

Eligibility & Assessment

Applications will be reviewed to determine eligibility for a potential placement. Candidates will 

undergo vetting and risk assessment to identify appropriate and suitable placement opportunities.
