Celebrating the New Parental Leave Policy

The Cayman Islands Government (CIG) is proud to have implemented its new Parental Leave Policy which reflects a commitment to supporting families during one of the most critical times in a child's life. Renita Barnes, a passionate advocate for these changes, shares her insights and dedicated work towards bringing this significant initiative to life. 

A Personal Connection

Renita has a deep connection to this initiative, rooted in her academic background. With a Master’s degree in Gender and Development Studies, she utilised her analytical skills to champion increased parental leave benefits brought in through amended Personnel Regulations and to help draft the Civil Service’s Parental Leave Policy. The increased benefits extend maternity leave from 90 days to 110 days, with paid leave doubling from 30 to 60 days, and increase paternity leave to 20 days, with 10 of those days paid. 

Renita was also pregnant at the time of gathering research and developing proposals, making the project especially meaningful, as it resonated with her personal journey as a first-time mother. Even though the enhanced benefits came into effect after her maternity leave, she expressed, "It was my greatest joy in my career so far to be able to use my skills and expertise to make the lives of civil servants better and to promote healthy family bonding in the early stages of a new-born’s life.” 

A Commitment to Family

The Parental Leave Policy signifies more than just a change in benefits; it demonstrates that the CIG genuinely cares about the well-being of its employees. Renita believes that this initiative is essential for the future of the Civil Service. "It shows us as civil servants that we are a team of people who care about personal and family life, not just about daily outputs," she says. This modern approach to employee benefits positions CIG as an employer of choice, enhancing competitiveness in recruitment both locally and internationally.

Renita’s excitement is palpable as she anticipates the first families reaping the benefits of the team's hard work to bring this policy to life. She is proud to see that the newly enhanced maternity and paternity leave benefits are on par with, and in some instances surpass, other large private sector companies locally and in the Caribbean Overseas Territories. "I hope that other entities in the private sector will follow suit, making the Cayman Islands amongst the best in the world when it comes to fostering a family-first society," she adds. 

Impact and Inspiration 

The timing of this initiative could not have been better, with parental leave benefits being a hot topic within the community. Renita notes, "Bringing about this change was encouraging to the public." The new policy has not only benefited civil servants but has also been adopted by the Health Services Authority (HSA), expanding the positive impact across the public sector. 

In addition, when the policy was presented by the Deputy Governor, Hon Franz Manderson, and Portfolio of the Civil Service (POCS) Deputy Chief Officer, Lauren Knight,at the DG UKOT Conference, government officials in attendance asked for a copy of the document for review. For Renita, this was an inspiring moment which showed that her team’s hard-work had reached out and motivated others beyond our own walls. 

Renita emphasizes that these changes are just the beginning. The Policy and Corporate Services team within POCS plans to review the parental leave benefits in two to three years, ensuring that the policy evolves to meet the needs of families. 

Advocating for Change

With her favorite quote in mind – “Be the change you wish to see in the world” – Renita embodies the spirit of progress and advocacy within the Cayman Islands Government. She willingly challenges the status quo to encourage change that is future-ready and essential to the advancement of society and the public sector. Her dedication to this cause is evident as she approaches each challenge with a vision for a better future.

Known for her forward thinking and dedication, this young Caymanian is definitely someone you notice in a room – and not just because of her bouncy curls and the quick pep in her step! Renita is not afraid to speak up and share unique perspectives as she believes this offers for more holistic discussion and better problem-solving. She always takes the time to encourage her fellow civil servants to do the same. 

Renita is grateful for the support she has received from her manager, Deputy Chief Officer Lauren Knight, and the POCS management team, as well as the CIG mentorship programme that helped her navigate this ambitious journey. 

The Policy Analyst wholeheartedly believes that every experience during her time in government, including a two-year secondment to the Governor's Office, prepared her to work on such a change-making policy and she is excited to see what comes next
