With 26 years of service, Karlene Bramwell, Senior Policy Advisor for Gender, Diversity and Equality in the Department of Gender Affairs, exemplifies a sustained commitment to public service, professional development and national well-being.

A Purpose-Driven Entry into the Civil Service  

Karlene joined the civil service six months after graduating university with a Bachelor’s degree in Psychology. With a strong desire to support vulnerable and marginalised populations, she saw the Cayman Islands Civil Service as the place where she could make the widest and most lasting impact. 

“Public service allowed me to assist people in a way that reached beyond individuals and extended to the nation as a whole,” she reflects.  

Her early years were spent across a wide range of human services roles, including adult welfare, child protection, probation and parole, victim of crime services, domestic violence intervention, prison rehabilitation and disaster management. These frontline experiences grounded her understanding of how government administration directly affects lives across the Cayman Islands. 

Evolving Into Policy and National Leadership  

For the past nine years, Karlene has served in her current role within the Department of Gender Affairs, focusing on gender mainstreaming across the public sector. Her work involves formulating and implementing national policy and legislation, as well as leading public education and training initiatives on gender, diversity and equality.  

What she values most is the variety and reach of her role. “Every day is different,” she says. “I get to engage with people across government and the wider community, while contributing to policies that improve quality of life and promote fairness.”  

Her work supports effective public service delivery and strengthens essential services by ensuring equity considerations are embedded across government decision-making.  

Continuous Learning and Professional Development  

Karlene credits much of her professional growth to the learning and development opportunities provided through the Cayman Islands Civil Service. Over the years, she has participated in numerous short courses, local and international conferences, workshops and inter-ministerial initiatives.  

She has also benefited from study leave entitlements, which allowed her to complete two postgraduate degrees while working full time, a significant investment by the Cayman Islands Government in building a skilled and resilient public sector.  

“Those opportunities were invaluable,” she says. “They expanded my perspective and strengthened my ability to contribute meaningfully.”  

Working alongside colleagues from different sectors through secondment-style projects has also shaped her leadership approach and reinforced the collaborative nature of government efficiency.  

Supporting Well-Being at Work and at Home  

Beyond professional development, Karlene speaks candidly about how civil service benefits have supported her personal well-being. Access to healthcare coverage, extended sick leave and flexible work arrangements made a tangible difference during critical moments in her life.  

As the primary caregiver for her elderly parents, remote and flexible working options allowed her to balance family responsibilities while maintaining high standards of performance in a demanding work environment. 

“These benefits are not abstract,” she notes. “They allow civil servants to show up fully at work while caring for their families.”

After 26 years, Karlene remains deeply committed to public service and to the role civil servants play in national development. She values the relationships she has built with colleagues and mentors who share a commitment to integrity, hard work and exceptional customer service.
