MTTD Earns Highest Engagement Index in Civil Service Survey

The Core Ministry of the Ministry of Tourism & Trade Development (MTTD) has been recognized as the most engaged workplace across the Cayman Islands Government (CIG) in the 2025 Civil Service Engagement Survey, achieving an overall Engagement Index of 91%. 

The result represents an 8-point increase from the Core Ministry’s 2024 score and places MTTD 17 points above the CIG average, underscoring the Ministry’s strong workplace culture, leadership effectiveness, and commitment to staff wellbeing.

The annual survey, administered independently across the Civil Service, measures employee engagement and experience across nine key themes, including My Work, My Team, My Manager, Organisational Objectives and Purpose, Leadership and Managing Change, Learning and Development, Inclusion and Fair Treatment, Resources and Workload and Pay and Benefits.

MTTD scored exceptionally well across the majority of these areas, with particularly strong results in:
 My Work – 98%
 Organisational Objectives & Purpose – 96%
 Resources & Workload – 95%
 Learning & Development – 92%
 Leadership & Managing Change – 91%
 Inclusion & Fair Treatment – 91%
 My Team – 90%
The survey also highlighted high levels of pride and advocacy among staff, with 100% of respondents indicating that they are proud to be part of the Ministry and would recommend it as a great place to work.

Deputy Governor and Head of the Civil Service, the Hon. Franz Manderson extended congratulations to the Ministry: “I would also like to congratulate CO Bodden and the team in the Ministry of Tourism, who achieved the highest engagement score of 91%. This is an exceptional result and reflects strong leadership, a positive team culture, and sustained attention to staff engagement.”

Chief Officer for the Ministry of Tourism & Trade Development, Mr. Stran Bodden, praised the team for their dedication and professionalism:
“This outstanding result is a reflection of the people who make up this Ministry. Our team has shown resilience, collaboration, and a genuine commitment to public service. I am incredibly proud of the culture we continue to build together—one that values trust, fairness, growth, and shared purpose. While we celebrate this achievement, we also remain focused on listening to our staff and continuing to improve.”

Deputy Premier and Minister for Tourism & Trade Development, the Hon. Gary Rutty, also commended the Ministry’s workforce for setting a new benchmark across government: “Achieving the highest engagement score across the entire Civil Service is no small feat. This result speaks volumes about the passion, professionalism, and dedication of the Ministry’s team. I commend our Chief Officer, senior leadership, and every member of staff for fostering an environment where people feel valued, supported, and motivated to deliver for the Caymanian people. We remain committed to sustaining this positive culture and building on this success together.”

Beyond overall engagement, the survey identified trust, fairness, and visible leadership as key drivers of the Ministry’s strong performance. Notably, 100% of respondents agreed that they are trusted to carry out their jobs effectively, while 92% reported being treated fairly at work and feeling supported to try new ideas.

MTTD leadership has reaffirmed its commitment to using the survey findings not only as a measure of success, but as a roadmap for continuous improvement. Action planning will continue to ensure staff feedback informs decision-making, workforce development, and
organisational priorities.

As the Ministry continues to deliver on its mandate in tourism growth, trade development, and economic resilience, the 2025 engagement results stand as a testament to the strength of its people, the culture they have built together, and the MTTD’s commitment to being an employer of choice within the Cayman Islands Government.
