In Parliament Today – Summary for 6 November 2025

The Second Sitting of the Third Meeting of the 2025-2026 Session of Parliament commenced on Thursday, 06 November at 10:00 am. 

In recognition of the 50th anniversary of the University College of the Cayman Islands (UCCI), Speaker of the House, Honourable Ezzard Miller acknowledged five staff members. Minister for Education and Training Honourable Rolston Anglin joined in celebrating the institution’s achievements, noting the reform of UCCI is on his agenda after early childhood education. 

Four reports were tabled: Plans and Estimates, Budget Statements, Purchase Agreements and Ownership Agreements for the 2026 and 2027 financial years.

Premier Honourable André M Ebanks delivered two statements. The first statement was about the devastating impact of Hurricane Melissa on Jamaica, Cuba and Haiti. The Premier acknowledged the bond between Cayman and Jamaica and noted that the Government has pledged US $1.2 million dollars in relief supplies to Jamaica. Premier Ebanks then presented the Budget Policy Statement, highlighting the importance of a country’s budget and noting this was the first for the National Coalition For Caymanians Government.  “This Government was given the mandate to restore the Caymanian Community. And that is exactly what we will do, with resolve and innovation, to unify our people once again. This budget, is our pledge to the people.”

During the Sitting, the Elected Member for George Town East, Roy McTaggart noted the passing of two members of his community, Reverend Joseph Crawford and Mr Cebert Wood. One minute of silence was observed in their honour and the Members offered condolences to the families. 

The Minister for Finance and Economic Development, Honourable Rolston Anglin delivered the Appropriation (Financial Years 2026 and 2027) Bill, 2025 and gave his Parliamentary Address on the National Budget for 2026-2027. During his address, the Minister stated the core Government is forecast to earn Operating Revenues of $1.26 billion in 2026 and $1.32 billion in 2027. Minister Anglin also noted the new revenue measures the Government is instituting are projected to yield additional revenues of $72.5 million in 2026 and $99.9 million in 2027. To meet all the Government’s planned capital investments over the Budget period, the 2026-2027 Budget includes borrowings of up to $236 million over the two-year period. “This Budget reflects a careful balance between fiscal prudence and the duty of care we owe to our citizens. It is about ensuring that our schools are equipped, our elderly are supported, our environment is protected, the safety and security of our borders and communities is strengthened and our economy remains strong in changing global times.”

The House will reconvene on Tuesday, 11 November at 10:00 am for the Budget debate.
