Statement from Premier Ebanks on the Passing of National Hero, Hon Francine Jackson

My fellow Caymanians, my friends. Today our country is in mourning. Our only living National Hero, the Honourable, dearly cherished, Mrs. Francine Jackson has passed.

After an active day yesterday, which was typical of her, Mrs Jackson passed away peacefully this morning, 5 July at the age of 97, a magnificent milestone that speaks to a life lived fully, faithfully, and in devoted service to others.

She was designated a national hero in 2025 in recognition of decades of tireless community service and as an early pioneer for women politicians and women voters in the
Cayman Islands. Mrs. Jackson was a part of the group known as the Phenomenal Four, along with Birdell Jackson, Ethel Cook-Bodden and Laurel Watler, who ran as candidates in the 1959 general election after women received the right to vote and run for elected office, changing the political and cultural landscape of the Cayman Islands forever.

We will be eternally grateful for her struggles that helped give birth to political equality for women. Her life and legacy have touched countless families, strengthened our communities, and left a mark that will endure for generations to come.

Even in her later years, she remained an upbeat and ever present in the community, particularly in her beloved West Bay. Mrs Jackson was a fixture at bible study, a familiar face at community events, and, remarkably, someone who followed public affairs with a sharpness and attention to detail that was uncanny for someone of her advanced age.

In honour of her extraordinary life and contribution to our country, I am directing that all Cayman flags be flown at half-mast for the next three days.

As one of our National Heroes, Mrs Jackson will be afforded an official funeral, the date and time of which will be announced in due course, along with a period of mourning.

On behalf of the Government and the people of the Cayman Islands, I extend our deepest condolences to her family and loved ones during this difficult time. May they find comfort in knowing that her legacy of service, faith, and dedication will never be forgotten.

May she rest in eternal peace. God bless.
