Nellie Pouchie is the Chief Officer in the Ministry of Social Development and Innovation, where she leads strategic efforts to modernise and strengthen the Cayman Islands’ social development policies, programmes and services, and to drive innovation.

A Certified Public Accountant since 2003, Mrs Pouchie brings over 20 years of combined experience in the financial services industry and the Cayman Islands Civil Service. Her private sector background includes roles in audit, banking, captive insurance management, fund accounting and trusts.

She joined the Civil Service as Deputy Chief Financial Officer in the Ministry of Health, where her leadership and strong performance led to her appointment as Chief Financial Officer within three years. At the end of 2019, she became Acting Chief Officer in the Ministry of Ministry of Health, Environment, Culture and Housing and was later confirmed in the post, serving with distinction through major policy and organisational shifts in public health.

In May 2025, Mrs Pouchie was appointed Chief Officer of the Ministry of Social Development and Innovation. In this capacity, she plays a pivotal role in advancing the Ministry’s forward-looking agenda, including the implementation of evidence-based social policies and legislation that safeguard people of all ages, as well as government and public innovations.

She is a strong advocate for professional development and encourages young Caymanians to pursue qualifications and contribute meaningfully to public service. Known for her integrity, financial acumen and commitment to continuous improvement, Mrs Pouchie is a respected leader across the public sector.
