Deputy Governor and Designate Attend Overseas Territories Heads of Public Service Summit

Deputy Governor and Head of the Civil Service, Honourable Franz Manderson, joined by Deputy Governor Designate Gloria McField-Nixon, recently represented the Cayman Islands at the British Overseas Territories Deputy Governors and Heads of Public Service Summit, held in Bermuda from 9 to 14 June.

The Summit brought together senior public service leaders from across the Overseas Territories to discuss shared priorities, including public sector transformation, workforce planning, leadership development, secondments and attachments, public service training, and the responsible use of emerging technologies such as artificial intelligence in government.

Attendees included Deputy Governors and Heads of Public Service from the British Virgin Islands, Anguilla, Montserrat, the Cayman Islands, the Turks and Caicos Islands, and host country Bermuda.

As part of the Summit proceedings, the Governor of Bermuda, His Excellency Andrew Murdock, hosted a reception in honour of Deputy Governor Manderson, recognising his years of service and contributions to public service leadership across the region.

Reflecting on his final Heads of Public Service Summit before retiring in July, Deputy Governor Manderson said, “Over the years, this Summit has proven to be an invaluable platform for strategic dialogue and knowledge sharing among the Caribbean Overseas Territories. I am proud to have represented the Cayman Islands at this forum throughout my tenure and I am confident that through Mrs McField-Nixon, the Cayman Islands will continue to be well represented.”

Deputy Governor Designate McField-Nixon also represented the Cayman Islands Civil Service during a panel discussion where she shared both some of the challenges and innovative reforms being pursued within the Cayman Islands Civil Service. She stated, “It has been a privilege to actively participate in this Summit alongside Deputy Governor Manderson and to witness first-hand the strength of collaboration that exists among the Overseas Territories. The discussions on workforce planning, leadership development, and the responsible adoption of new technologies are especially valuable as we continue to modernise the Cayman Islands' Civil Service. I want to thank Deputy Governor Manderson for his mentorship and his decades of dedicated service, and I look forward to building on the strong foundation he leaves behind.”

The Summit also provided an important opportunity to strengthen relationships and collaboration among the Overseas Territories, and with partners across the wider United Kingdom community.
