Chief Officer’s Choice: Remardo Ebanks Recognised
The Acting Chief Officer of the Ministry of District Administration and Lands, Mr. Wilbur Welcome, recognised the Department of District Administration’s Facilities Maintenance Technician, Mr. Remardo Ebanks, as the Chief Officer’s Choice for November 2024.
This award, which is a part of the Deputy Governor’s Award Programme, comes after a nomination from Senior Human Resources Manager (SHRM), Ms. Llavonne Clarke, for Remardo’s contribution to the Cayman Islands Government’s strategic goal of “Creating a Culture of Accountability”.
SHRM Clarke stated that “Remardo is an example of a model public servant. He exhibits his commitment to excellence by consistently delivering high quality work on time. He also demonstrates transparency about his progress through the practice of thorough record keeping and maintenance.” Ms. Clarke added that “when challenges or errors arise, Mr. Ebanks addresses them promptly and uses these experiences to improve his performance. By being open to feedback and willing to be evaluated, he further demonstrates his commitment to personal and professional accountability."
Facilities Manager, Mr. Mark Schofield stated that “Remardo championed a pilot maintenance programme used to streamline processes and optimise resource allocations to ensure timely maintenance and upkeep of public facilities.” About Mr. Ebanks, Mr.Schofield added that, “He is keen to prioritise sustainability and innovative systems, and is a firm believer that such will directly enhance government services in the Sister Islands.”
District Commissioner, Mr. Mark Tibbetts stated that he “fully supported the nomination by SHRM Clarke” adding, “We are most proud to have Mr. Ebanks as part of our team at District Administration. He continuously strives to create a culture of accountability and to deliver exemplary service.”

His hard work, dedication, and ever willingness to serve are vital to the success of the delivery of projects and programmes in Cayman Brac. I'm proud that he's a member of the team and I look forward to his continued growth and contributions to District Administration and the Cayman Brac community.”
Remardo Ebanks’ 20-year career in the public service began on 26 July 2004, in the Public Works unit of the Department of District Administration where he served initially as an Electrician II before being promoted to an Electrician Foreman. On 15 April 2024, Mr. Ebanks was transferred to the Facilities department in the post of Facilities Maintenance Technician for the Department of District Administration.
Upon receiving the award, Mr. Ebanks stated “I am extremely surprised, humbled and shocked to be recognised. I would like to thank HR Ms. Llavonne Clarke for her nomination, my current manager, Mr. Mark Schofield, for making me a part of his team, the District Commissioner, Mr. Mark Tibbetts and all the staff of the Department of District Administration who helped me along my career to be able to achieve such a prestigious award for my work.”
He additionally praised his former manager, Mr. Justin Bodden, “for his good leadership” and the Public Works staff with whom he noted he works closely.
Mr. Ebanks graciously concluded, “Hard work does pay off eventually. I have always been a ‘behind-the-scenes person’ doing what I needed to do, to get the job done. Therefore, this recognition is truly meaningful and appreciated. I also would like to thank my wife Danielle and my daughter Autumn, who are the pillars behind me.”
