The document establishes a coordinated national framework to address the country’s housing crisis by increasing the supply of affordable and attainable homes, improving access to secure rental and homeownership options, and protecting vulnerable populations. 

Housing is not a privilege. It is a fundamental need - a foundation for family, for community, and for opportunity. This Policy and Plan was created to
ensure that all people who call the Cayman Islands home - whether lifelong Caymanians or contributing residents - have the chance to access safe, affordable, and dignified housing.
