Maribel Rosado Named Chief Officer’s Choice & CIG Employee of the Month

The Ministry of District Administration and Home Affairs (MDAHA) is pleased to recognise Probation Officer Maribel Rosado of the Department of Community Rehabilitation (DCR), who was selected as the Ministry’s Chief Officer’s Choice (COC) awardee for December 2025 and later named the Cayman Islands Government (CIG) Employee of the Month under the Deputy Governor’s Award Programme.

A surprise presentation was held with Honourable Deputy Governor Franz Manderson, MBE, JP, Chief Officer Michael Ebanks, and Acting Deputy Chief Officer Lisa Malice (assigned lead for DCR), alongside Acting Director Melissa Rivas, Acting Deputy Director Erica Ebanks, and the wider DCR team. Ms . Rosado was nominated by Jhaneile Ennis and progressed through the Employee of the Month selection process before receiving the further award.

Chief Officer Michael Ebanks noted that Ms. Rosado’s recognition reflects sustained excellence rather than a single moment. While award programmes often spotlight one standout initiative, he said “today is slightly different,” as Ms. Rosado’s selection speaks to “consistency in service delivery, personal accountability, and a willingness to help strengthen accountability across the team.” He added that this culture is a defining strength within DCR and urged staff to “not lose sight of the value of accountability and the fact that everybody in DCR is actively contributing to that.”

Reflecting on Ms. Rosado’s impact, the Chief Officer described her as “a highly skilled individual” who works with “some of our most high-risk and violent offenders,” using careful evaluation and tailored interventions that help clients understand the consequences of their actions, develop victim empathy, and challenge pro-criminal thinking patterns. He also highlighted her proactive collaboration with law enforcement, the judiciary, and community partners, noting that “this is not an individual who is content working at a high level internally…this is an individual who is actively seeking to make sure that our partners are engaged in the delivery of our services.”

He further recognised that Ms. Rosado consistently goes above and beyond, including stepping in to support Spanish-speaking clients and providing translation assistance that is increasingly relied upon in practice, including within court-related processes —helping ensure clearer communication, better access to services, and stronger outcomes across the system.

Hon. Deputy Governor Franz Manderson, MBE, JP, congratulated Ms. Rosado on being named Employee of the Month, noting that “She has demonstrated exceptional commitment to rehabilitation by delivering high-quality, client-focused service that strengthens relationships and supports improved compliance with court orders. By consistently going above and beyond her core duties, she has enhanced service delivery, strengthened inter-agency collaboration, and contributed to safer, more positive outcomes for the community.”

Receiving the award, Ms. Rosado thanked those who supported her nomination and shared the moment with her colleagues. “You have left me speechless,” she said. “Thank you to my supervisor and those who supported my nomination for this recognition. This is for everybody—we all do very, very hard work, very complex, and with very difficult people that don’t want to be here but are forced to be here.” She added that meaningful change is possible even when progress is slow: “All it takes is for one of our clients to just listen and change… We work in a job where we’re disappointed and let down, but every now and then we focus on their strengths… we stay focused, and we slowly see them shine and make real changes—and that’s what we’re here for”, as she ended with a heartfelt thank you to her team.

The Ministry congratulates Ms. Rosado on this well-deserved recognition and thanks the DCR team for their continued commitment to rehabilitation, accountability, and public safety.
