Appointment of Nicholas Dixey as Chairman of the Human Rights Commission

Her Excellency the Governor, Jane Owen, is pleased to announce the appointment of Mr. Nicholas Dixey as Chairman of the Human Rights Commission (HRC). His appointment took effect on 4 September 2026 for the remainder of Mr. Dixey’s original term until 17 November 2027.

In welcoming the new Chairman, Her Excellency added:

“Nick has already made a valuable contribution to the work of the Human Rights Commission as a Commissioner, and I am pleased that he has agreed to take on the role of Chair. His extensive legal experience, including his work on cases that have helped shape human rights law in the Cayman Islands, will serve the Commission well. I look forward to working with Nick and his fellow Commissioners as they continue to promote understanding of the rights and freedoms that underpin our community.”

Nicholas Dixey is an attorney at Dixey's Legal. He is a Barrister and Attorney-at-Law who has lived and practiced in the Cayman Islands since 2004. In his criminal defence work, Nicholas specialized in trial and appellate advocacy and has represented clients suspected of a range of offences on a legal aid basis at all levels of the court system, including the Judicial Committee of the Privy Council.

Nicholas has acted in cases which have contributed to the development of human rights law in the Cayman Islands in respect to the right to a fair trial, including the construction of the Bail Act and funded legal representation at police interviews.

About the Human Rights Commission

The Commission’s primary responsibility is to promote understanding and observance of human rights in the Cayman Islands. Its mission is to lead in the promotion, protection and preservation of human rights in the Cayman Islands by:

  • promoting the integration of human rights values in everyday life;
  • encouraging government accountability against national and international human rights standards;
  • embracing the Cayman Islands Bill of Rights, Freedoms and Responsibilities and the principles of democracy; and
  • empowering all persons to understand and exercise their rights.

To advance human rights awareness and understanding, the Commission provides and facilitates a range of services focused on education, partnerships, research and reporting, the investigation of complaints, and consultation. Through these efforts, the Commission works to strengthen a culture of respect for human rights and ensure that everyone in the Cayman Islands is informed about and able to exercise their rights.
