Airports Authority (Amendment and Validation) Bill, 2026 (LG12, S3)

The Airports Authority (Amendment and Validation) Bill, 2026 updates the Airports Authority Act to make clear that the Cayman Islands Airports Authority can collect fees from aircraft operators for air navigation services. These are services that support the safe and orderly movement of aircraft through Cayman’s airspace.

The Bill also validates past fees and penalties connected to air navigation services. This provides legal certainty, supports good governance, and helps ensure that one of Cayman’s most important national gateways continues to operate on a clear and reliable legal footing.

Key Provisions 

  • Gives the Airports Authority clear legal authority to collect fees from aircraft operators for air navigation services. 

  • Formally recognises air navigation service fees as revenue of the Airports Authority. 

  • Allows regulations to be made for how the fees are collected, including payment deadlines, payment currency, waivers, reductions, exemptions, deposits, pre-payment, security, recovery of unpaid fees, and related matters. 

  • Validates air navigation service fees previously paid by aircraft operators and collected by the Airports Authority. 

  • Validates penalties previously imposed or collected for non-payment of air navigation service fees. 

  • Confirms that the Bill does not affect any existing court order or determination relating to those fees or penalties.
