After 44 years of public service, including 14 years as Deputy Governor and Head of the Cayman Islands Civil Service, the Honourable Franz Manderson MBE will retire on 7 July 2026, closing one of the most consequential chapters in Cayman's modern governance history.

Under his leadership, the Civil Service grew into an organisation of approximately 5,000 staff managing a budget of over $1.1 billion, earning recognition as an Employer of Choice and delivering landmark reforms across accountability, legislation and workforce development. Mr. Franz Manderson was appointed Deputy Governor and Head of the Civil Service in February 2012 by His Excellency the Governor, in consultation with the United Kingdom’s Secretary of State.

An Attorney-at-Law and a graduate of the University of Liverpool, Mr. Manderson brings extensive public service experience to his role. Prior to his appointment as Deputy Governor, he served as Chief Immigration Officer and later as Chief Officer in the Portfolio of Internal and External Affairs, where he played a key role in national security, immigration, and governance matters.

As Deputy Governor, Mr. Manderson is responsible for the management and performance of the Cayman Islands Civil Service, overseeing approximately 5,000 staff and a budget of over $1.1 billion. He is a member of Cabinet and serves as the first official member of Parliament.

In 2018, Mr. Manderson was awarded a Member of the Order of the British Empire (MBE) by Her late Majesty Queen Elizabeth II in recognition of his distinguished public service.

  • Deputy Governor's 5K Challenge — Launched in 2014 and held every year since (except during the COVID-19 pandemic), this community favourite has grown into one of the Cayman Islands' most anticipated annual events, raising over $700,00 for over 20 beneficiaries.
  • Civil Service Quiz Nights — Recognising that wellness extends beyond the physical, the Deputy Governor championed social and mental wellness initiatives — including Quiz Nights that gave civil servants an opportunity to connect, unwind and engage as a community.
  • CIG Sports Day — An event that brings civil servants together across departments and disciplines, fostering team spirit and friendly competition in the true spirit of a connected workforce.
GOV.KY wins 2026 CIMPA Website of the Year

Deputy Governor Manderson has always held that excellence should be recognised and celebrated — often quoted as saying, 'No silent victories.' That belief drove a culture of recognition across the Civil Service and positioned our organisation as an employer of choice, a home to deep expertise, and a service our community and civil servants themselves can be proud of. Under his leadership, that standard earned the Civil Service distinction at home and abroad.

  • CIPD People Team of the Year – Public Sector (2021) — The Portfolio of the Civil Service earned this prestigious international recognition from the UK-based Chartered Institute of Personnel and Development, placing the Cayman Islands Civil Service among the world's leading public sector HR team.
  • CIMPA Website/App of the Year (2026) — The Cayman Islands Government's GOV.KY platform, delivered under the Department of Communications, was recognised by the Cayman Islands Marketing Professionals Association as the best website or app in the Cayman Islands — a reflection of the world-class communications standard set during his tenure.

Deputy Governor Manderson believed that the strength of the Civil Service lies in its people — and that people perform at their best when they feel heard, valued and recognised. Building a culture of genuine engagement was not a programme initiative for him; it was a leadership commitment.

  • Employee Engagement Survey — He launched the Civil Service's annual Employee Engagement Survey, which has consistently returned positive results and provided leadership with actionable insight to improve the employee experience year after year.
  • HappyOrNot Initiative — Introduced across government departments, this real-time feedback tool gave both employees and the public a simple but powerful voice — and the Deputy Governor consistently cited the results as proof that care and accountability go hand in hand.
  • Deputy Governor's Awards Programme (DGAP) — A structured, values-driven recognition framework that celebrates civil servants who exemplify excellence, professionalism and dedication in service to the Cayman Islands.
  • Employee of the Year Gala — The annual culmination of the DGAP, this flagship event has become one of the most anticipated evenings on the Civil Service calendar — a celebration of our best people and a reminder that outstanding service never goes unnoticed.

  • Accountability in Performance Agreements — In one of his most impactful structural reforms, accountability was written into the performance agreements of every civil servant — making public service excellence a personal and professional commitment for all
  • Procurement Law Reform — He championed landmark reforms to public procurement legislation, strengthening the integrity and accountability of how government resources are managed and spent.
  • Good Governance Practices — Under his leadership, the Civil Service embedded good governance as an operational standard, not just a policy aspiration — reflected in consistently positive Auditor General reports across the majority of his tenure.
