Established in February 2019, the CIIMB is an independent communitybased body that monitors the treatment and conditions of individuals in prisons and places of detention across the Cayman Islands. Its mission: to help ensure that everyone held in custody is treated humanely, fairly, and with respect for their dignity.

CIIMB members play a vital role as the “eyes and ears of our community behind closed doors,” conducting regular, unannounced visits and handling confidential applications directly from detainees. Rather than formal inspections, members observe daytoday operations and speak up about conditions and treatments they observe.

The CIIMB’s monitoring and reporting are organised around four key tests of a healthy custodial environment:

  1. Safety: Prisoners, even the most vulnerable, are held safely;
  2. Respect: Prisoners are treated with respect for their human dignity;
  3. Purposeful Activity: Prisoners are able, and expected, to engage in activity that is likely to benefit them;
  4. Rehabilitation and Release Planning: Prisoners are prepared for release into the community and helped to reduce the likelihood of re-offending

Duties and Responsibilities

As a Board Member, you would:

  • Visit detention facilities regularly and unannounced to monitor conditions and treatment.
  • Talk confidentially with detainees and staff.
  • Log and refer detainee applications or concerns to relevant agencies.
  • Report any issues promptly to the Director of Prisons or the Governor’s office.
  • Help prepare the CIIMB’s Annual Report, summarising key findings and recommendations. 

Board meetings occur monthly, and the CIIMB is supported administratively by the Office of the Deputy Governor’s Secretariat.

Your Commitment and Compensation:

Available for approximately two days per month, including visits and one monthly Board meeting—schedules are flexible, including weekend or evening visits.

  • A unique opportunity to contribute meaningfully to human rights and transparency in the Cayman Islands.

  • Satisfaction from supporting detainees’ access to fair treatment and preparation for reintegration.
  • Remuneration of CI$100 per month plus additional for visits for members (Chair and Deputy vary), and your initial appointment will be for one year.
