Terry-Ann Brown Recognised as Chief Officer’s Choice

The Ministry of District Administration and Home Affairs (MDAHA) has selected Prison Officer (Reception Unit) Terry-Ann Brown of His Majesty’s Cayman Islands Prison Service (HMCIPS) as its Chief Officer’s Choice (COC) awardee for September 2025 under the Deputy Governor’s Award Programme—recognising her assertiveness while off duty and her commitment to community safety.

Nominated by Acting Supervisor for Re-Entry and Rehabilitation, Keehon Moore, in the category “Delivering an Outstanding Customer Experience,” Officer Brown was commended for her rapid, composed response during a life-threatening emergency involving a young child outside of work. On witnessing the incident, she immediately rendered aid to the injured child and assisted the distressed parent until additional help arrived—demonstrating presence of mind, compassion, and professionalism under pressure.

Chief Officer Michael Ebanks praised Officer Brown’s example of public service beyond the prison gates, noting that the Ministry’s values are measured as much by daily conduct as by formal duties. He said, “The recognition reflects how our officers bring care, integrity, and readiness to every situation,” adding “that Officer Brown’s actions embody the Ministry’s commitment to public safety and community wellbeing”.

Director of Prisons, Daniel Greaves, congratulated Officer Brown for representing HMCIPS values of Decency, Integrity, Commitment, and Excellence (DICE). He noted that her colleagues consistently describe her as dependable and dedicated, and that her conduct in this incident came as no surprise to those who work with her. Director Greaves continued that “Terry-Ann is dependable and committed to her job. When I was informed of what happened, I smiled and claimed I was not surprised. That is who Terry-Ann is”.

The Chief Officer’s Choice award celebrates civil servants who exemplify the Ministry’s mission and values through outstanding performance, leadership, and service to the people of the Cayman Islands.
