Mr. Simms joined the DEH in 2018 as the acting Director. His excellent performance paved the road for his confirmation on the position a year later. He was previously confirmed as Director of the Department of Vehicle and Equipment Services in January 2014. The former long-serving police officer was originally seconded to that role from the Department of Vehicle and Drivers’ Licensing, where he spent several years as Deputy Director.

He attended the International College of the Cayman Islands where he obtained an Associates of Science Degree in Business Administration, December 1998. He earned a Postgraduate Certificate in Criminal Justice and Police Management, University of Leicester UK, December 2006. He later obtained a Bachelor Degree in Business Administration from the International College of the Cayman Islands in December 2008.

In 2000, he was awarded the Commissioner Commendation for excellent service in 2000. He later became the recipient of a Queen Jubilee Medal in 2005 and in 2020 he was awarded Certificate and Badge of Honor for his service in Public Health and to the people of the Cayman Islands.
