Bio

Max is the Cayman Islands Overseas Maritime Representative, leading the National Maritime Affairs Secretariat (NMAS) within the Ministry of Financial Services and Commerce, where he directs the coordination of maritime policy, legislative reform, and compliance across the maritime administration. He represents the Cayman Islands Government on maritime matters at local, regional and international forums.

Max brings over three decades of maritime experience spanning shipping operations, law and government. He began his career in Malta at a long-established firm that owned and operated ships and acted as agent for liner, cruise and tramp shipping, where he rose to manage the ship agency business, and an associated bunker brokerage business.

He went on to qualify as a solicitor at Stephenson Harwood, an international law firm headquartered in London, specialising in shipping litigation and ship finance, before founding his own firm in Malta. As its Managing Partner, he acted as lead counsel on maritime and energy infrastructure projects with an aggregate value approaching US$1 billion, including major shipyard acquisitions and energy privatisations. He later served at Maritime New Zealand, leading the country’s international delegations at International Maritime Organization Committees, International Oil Pollution Compensation Funds and the International Labour Organization Maritime Labour Convention Special Tripartite Committee, as well as advising on national maritime emergencies, seafarer welfare and search and rescue.

Max holds a Master’s in Maritime Law from the University of Southampton and a BSc (Hons) in Shipping Operations. He is a Solicitor of the Supreme Court of England and Wales as well as a Chartered Shipbroker.
