Matt McCabe is our Hazard Mitigation Specialist in the Planning, Preparedness and Mitigation team. He holds a BSc (Hons) in Surveying and Mapping Science from Newcastle University, along with a Level 7 qualification in Leadership and Management.

He has spent 14 years working across risk, crisis and emergency management in the military, private and public sectors. He started out as a British Army officer, moved into risk consultancy in Canada, and joined the team in 2025. His focus now is mitigation and preparedness: the legislation, plans and systems that reduce risk before an event rather than after it.

What he brings to the team is delivery. His background is in taking complex programmes from concept to completion, and his degree means he's as comfortable with the spatial analysis behind our planning as he is with the procurement and governance that gets projects over the line.

Matt loves this industry because the work is tangible. A warning that reaches someone in time, a sensor that spots rising water, a plan that holds when it counts: in islands this size, you can genuinely see the difference being made. He does his best work under pressure, when the stakes are high.

Since joining, he has been proud to project manage Phase III of the National Emergency Notification System, exploring Cell Broadcast alerting for the Islands, and to lead the expansion of the flood sensor network, bringing live flood monitoring to more communities.

Fun fact: Matt is married with one child, and an American cocker spaniel named Daisy.
