Cindy Jefferson-Bulgin is the Registrar General for the General Registry Department, within the Cayman Islands Government’s Ministry of Financial Services and Commerce.

Ms. Jefferson-Bulgin is responsible for oversight, including operations and administration of the department. General Registry develops, implements and administers policies and systems for all registers under its remit, namely the Companies; Partnerships; Trusts; Non-Profit Organizations; Public Records; Births, Deaths and Marriages; Civil Partnerships and Co-operatives, Trade Unions and Building and Friendly Societies registers.

Cindy has been a civil servant with the Cayman Islands Government for over two decades, with over 14 years in her current post. Prior to her appointment as Registrar General she served as Deputy Registrar General. She also served in the internal audit department prior to joining General Registry.  She holds a degree in Accounting from St. Leo University and a Diploma in Public Administration.
