Oneisha Richards is the Director of Communications at the Cabinet Office, where she leads the Cayman Islands Government’s (CIG) communications strategy. With over 24 years of experience in strategic marketing, communications, business and tourism development, she is a seasoned professional dedicated to enhancing public engagement and government transparency.
In her role, Oneisha provides strategic support to senior leaders across the Cayman Islands Government, ensuring the delivery of effective and impactful communications. She is responsible for managing CIG’s reputation, developing comprehensive communication plans, raising public awareness of government priorities, and enhancing public service communications. Under her leadership, the communications team strives to deliver world-class services, aligning with the government’s overarching goals and brand strategy.
Before assuming her current position, she held several senior roles, including Deputy Director of Tourism, International Marketing; Business Development Manager at Walkers Global; and Deputy Chief Officer for Tourism within the Ministry of Tourism and Transport.
Oneisha holds a Master’s degree in Marketing and E-Commerce from the University of Maryland and a Bachelor’s degree in Tourism and Travel Management from Florida International University. She is certified in ILM 5 and ILM 7 and is currently completing an Executive Scholar certification in Leadership at the Kellogg School of Management, Northwestern University.
The Content and Production Unit works in partnership with Cabinet Office and Cabinet, the Office of the Premier, the Portfolio of the Civil Service, ministries, agencies and departments to develop impactful content and campaigns that builds trust and engages the community in Government priorities. This includes graphic design, branding, press briefings, live streams, video content and CIGTV. The unit also leads the CIG content development strategy, calendars and planning.
The Internal Communications, Engagement and Training (ICE&T) Unit works in partnership with leaders and business teams to engage civil servants in delivering Government’s priorities and organisational objectives, and to embed internal cultural change. Its remit includes developing and managing campaigns, channels and content, providing relevant advice and interventions and building capacity for effective internal communication across the entire Civil Service. IC&E also leads and supports professional development of public communicators across the Government Communications Service.
The Public Relations Unit is the arm of the Department of Communications that develops and executes communication/public relations campaigns that promote Government’s policies, programmes, special projects and events.
A team of Public Relations Specialists from the unit are assigned to support ministries, departments and portfolios without embedded communicators.

They also work closely with Content and Production, Strategic Communications, Internal Communications, Radio Cayman and the commercial media to facilitate communication services such as radio and television production, live-streaming, graphic design, advertising and social media management.
The Strategic Communications Unit are the in-house experts in specialised marketing disciplines who deliver compelling communication strategies for projects of national importance and drive continuous innovation and improvement across the Government Communications Service.
SCU leads and delivers on cross-government priority campaigns identified in the Cayman Islands Government Communications Plan. This team manages the improvement of government channels, contributes to digital transformation projects, provides best practice digital guidance and supports government communication through the development of strategic frameworks, reporting and insights.
The Administration and Gazettes Unit is responsible for streamlining administrative processes for the Department and ensuring accurate and timely publications in the Cayman Islands Gazette - which is the official public sector newspaper and the department’s major revenue earner.
The Department of Communications publishes the Gazette fortnightly on alternate Mondays, Extraordinary Gazettes on Wednesdays and Fridays, and Legislation Gazettes which are the Laws that are published whenever needed and on other occasions as ordered by the Governor. It is available free online and printed copies are available by subscription.
